The change of pay step is made according to the performance assessment

Negotiation

» Placement of the recruited public employee in one of the pay steps of the category is the object of negotiation with the public employer entity

» Negotiation occurs immediately after the term of the open competition procedure or during the approval in a specific training course or after obtaining a certain university degree or professional grade

» The public employer entity shall not propose the first pay step when the applicant is a university graduate or is holder of a higher university degree

» The Advanced Studies in Public Management (CEAGP) diploma holders are integrated in the second pay step of the professional career or in that one of identical pay level or, in its absence, immediately higher to the pay level corresponding to the applicants position in the category of origin, of which is holder in the scope of a public employment relationship for indefinite period of time

Note

To public employees holders of professional category that apply to a work position of the same category, the public employer entity may not propose a pay step higher to that one received by public employees holders of a previous public employment relationship for indefinite period of time

» Functions fulfilled with responsibility and technical autonomy, even though with higher qualified framing

» Representation of the body or service in issues of their expertise, taking options of a technical nature framed by guidelines or superior orientations
