» Commencement of the performance assessment procedure

» Drawing up of the Activity Report, with qualitative and quantitative demonstration of results attained, therein integrating the social report and the report of self-assessment

April

» Until 30th April confirmation of performance appraisals of middle managers and public employees. Completion of the performance appraisal procedure

» Drawing up of reports and publicising of information concerning SIADAP

July

August

Planning:

» activities, of a permanent or temporary nature, to be developed during the implementation of the Budget

» possible changes to be introduced in the flexible organic units

» changes to be introduced in the respective staff plan

November

December

Until 30 November:

» commencement of the setting up or continuation of the QUAR (Assessment and Accountability Framework)

» proposal of objectives to be pursued in the subsequent year and establishment of performance indicators and respective sources of verification, within the scope of guidelines set by respective members of the Government

» Setting of service objectives for the subsequent year, taking into account:
» its mission,

» its attributions/responsibilities,

» the strategic multiannual objectives superiorly determined,

» commitments pledged in the charter of mission by the top manager

» results of performance appraisal

» budget availabilities


» Drawing up and passage of the service activity plan for the subsequent year, including the objectives, activities, service performance indicators and of each organic unit

» Until 15th December the members of the Government pass annual objectives of each service

In the course of the performance cycle

» Monitoring of service objectives, of each organic unit, managers and public employees and their review according to non predictable contingencies at political or administrative level

» Application of legal effects of performance assessment (probation periods, holidays and training courses)
