MIDDLE MANAGERS APPRAISAL

» Appraising officers/line managers

» 1st degree Middle Managers are appraised by the line top manager to whom they directly report

» 2nd degree or lower Middle Managers are appraised by the top or middle line manager to whom they are directly accountable

Parameters of appraisal

Appraisal is based on the following parameters:

» “Results” - achieved in the objectives defined for the respective organic unit, at the least three objectives. This parameter has a minimum weighting of 75%

» “Competences” - chosen from a list, including the ability of leadership and technical and behavioural competences suitable to the respective position. This parameter has a maximum weighting of 25%

» Scoring of the appraisal

Middle managers are appraised with the following ratings:

» Relevant Performance (from 4 to 5 points), restricted to the maximum percentage of 25% of the total middle managers of the service

» Adequate performance (from 2 to 3,999)

» Inadequate Performance (from 1 to 1,999)

» General rule

The appraisal processes of middle managers follows the procedures provided for the appraisal of public employees (SIADAP 3), without prejudice to due adaptations
