SOCIAL SECURITY GENERAL SCHEME (SSGS)
SUBJECTIVE SCOPE

The following public employees are framed in the social security general scheme:

» Public employees entered as from 1 January 2006, irrespective of the employment legal relationship mode

» Public employees whose employment legal relationship was formed until 31 December 2005 and that were already covered by the SSGS for all eventualities

Note

Public employees entered as civil servants or contractual staff between 1 January 2006 and 31 December 2008, were covered by the SSGS only for eventualities of disability, old age and death. As from 1 January 2009 are covered by this scheme for the remaining eventualities (disease, maternity, paternity and adoption ? parenthood, unemployment and occupational diseases)

Public employers and others, namely public corporations, employing public employees framed in the SSGS

Affiliation/framework

The affiliation of public employees in the competent social security institutions is compulsory, and the respective social security identification number (SSIN) is attributed to them

Public employers shall communicate online on the Internet site of Social Security or by any means in writing the admission of new public employees within the 24 hours prior to the commencement of the activity

The public employee shall also communicate the commencement of the professional activity or the employment relationship to a new entity, between the date of beginning of the activity and the end of the 2nd day of performance of work; such communication may be made along with the employer entity in the same document

Public employers shall communicate the termination or suspension of the mode of the public employment legal relationship, until the day 10 of the following month of the occurrence of the fact, on the Internet site of social security. Failure to communicate may presume the maintenance of the labour relationship, and the corresponding contributory obligation shall be maintained. They shall also communicate the change of the mode of public employment legal relationship, including the situations that may bring about change of the contributory rate

Public services, while public employers, are affiliated, as contributors in social security institutions based upon the respective SSIN
