SELF AND HETERO ASSESSMENT» Modes of assessment Services are assessed by means of “self-assessment” and or of “hetero-assessment” Self-assessment The self-assessment is compulsory and is an integral part of the Annual Activity Report It is the subject of a critical analysis by the service that, in each ministry has competences in matters pertaining to planning, strategy and assessment It is confirmed by the respective Government member Hetero-assessment The hetero-assessment of services aims to obtain an in-depth knowledge of causes of deviations evidenced in the respective self-assessment and submit proposals intended to improve results of the service. It may replace the self-assessment At the request of the own service or by decision of the competent member of the Government, the hetero-assessment is of the responsibility of the Coordinating Council of the Internal Control System; such hetero-assessment may be carried out by other entities: » Internal (for example, inspectorate generals) » External (for example, consumers’ associations) |
