TOP MANAGERS APPRAISAL/CHARTER OF MISSION

» Charter of mission

Top managers sign a charter of mission, at the commencement of the limited executive tenure, where the objectives to be attained are defined in the course of the fulfilment of functions as well as the performance indicators applicable to the appraisal of results

Intervening parties

The charter of mission is signed

» By the top manager of the service and by the competent minister, in case of 1st degree top managers

» By the 2nd degree top manager (Deputy Director General or with equivalent rank) and by the top manager (line manager/ appraising officer) in other cases

Parameters of appraisal

Appraisal is based on the following parameters

» Degree of compliance with commitments appraised by indicators of measure set for the appraisal of results, namely related to effectiveness, efficiency and quality in the management of the service

» Competences shown in the leadership, strategic vision, external representation and management

Modes of checking

Performance is appraised and based on:

» Reports submitted to the member of the Government until 15th April, in case of 1st degree top managers

» Reports submitted to top manager, in case of 2nd degree top managers

Confirmation/ratification

The appraisal of 2nd degree top managers is confirmed by the respective minister

» Expression of intercalary appraisal (annual)

For the appraisal of top managers shall be taken into consideration:

» Verification of global success with surpassing of the performance predicted in a number of fields

» Compliance with demands of the position performance

» Inobservance of demands of the position performance
