APPRAISAL MODES

» Appraisal by form (Results/Competences)

After being met the compulsory requirements for the performance appraisa,l public employees are appraised by reference to objectives and competences previously contracted and set in the respective forms

» Appraisal by curricular weighting

When the compulsory requirements are not met for the appraisal or, if in spite of the performance of work, the Assessment Coordinating Council (CCA) deems that are not conditions to appraise based on the contracted objectives and competences, may be requested to the top manager of the service an appraisal by curricular weighting

» The appraisal by curricular weighting is made by weighting the curriculum, accompanied by documentation that enables the appointed evaluator to justify an appraisal proposal, being compulsorily considered the following elements: academic and professional qualifications, the professional experience, the curricular valuing and the performance of management positions or other posts or functions of recognised public interest or relevant social interest

» Each CCA shall previously define and publicise the criteria to be adopted for the appraisal of curricular weighting data, in accordance with what was established in a normative order, with a view to a steady application in all procedures where there is recourse to this weighting, targeting to ensure better fairness and transparency in all appraisal procedures

» The weighting shall be requested by stakeholders at the begin of the following year immediate to that one when the appraisal cycle is complete, following information to public employees by the services to which workforce list they belong

» Consideration of prior appraisal

In cases in which conditions are not met for an appraisal by form, may be taken into consideration the last performance appraisal provided that, in turn

» It has been granted under the terms of SIADAP, in the 2004 regime or of 2007

» It results from the application of the former regime of rating of the service dependent upon the maximum percentage of 25% for the rating of Very Good

» It has been granted by a specific appraisal system adapted to SIADAP

If the interested person does not wish that this appraisal be granted he/she may request curricular weighting

These appraisals are not taken into account for quota purposes of Relevant Performance and Excellent Performance
