TOP MANAGER OF THE SERVICE

» Concept

Top manager of the service is deemed to be:

» Holders of 1st degree top management positions or with legally equivalent rank

» Other managers responsible for the service accountable to the Government member

» Presidents of a body of collegiate management under supervision or superintendence of a member of the Government

» Equivalences

In regional administration services, of local administration, or in specific structures, the equivalences to top manager are set out in a specific legal text

» Competences and duties

» Commence, coordinate and control the assessment process

» Set weighting levels of appraisal parameters

» Ensure compliance with maximum percentages of Relevant Performance and Excellent Performance

» Submit appraisal processes for evaluation to the Joint Council when so has been requested to it by the respective evaluatees

» Confirm appraisals

» Grant a new appraisal when does not confirm that one that has been granted by the evaluator or by the CCA

» Decide on complaints of the evaluatees, taking into account the reports of the joint council and of the CCA if they should have been duly submitted

» Disseminate the global result of the application of the SIADAP in the service, referring to the number of qualitative ratings granted by career
