OTHER STAKEHOLDERS

» Services with planning, strategy and assessment competences

In each ministry, it is incumbent upon this service:

» To follow-up the QUAR (Framework of Assessment and Accountability) supporting the services, namely as to identification and validation of performance indicators

» To undertake a critical analysis of self-assessments of other services before being confirmed by the respective member of the Government

» To identify the services that showed deviations and that for pertinent reasons shall be the subject of hetero-assessment

» Coordinating Council of Assessment of Services (CCAS)

The CCAS ensures the coordination and stimulation of various services with competences in matters pertaining to planning, strategy and assessment as well as making them more dynamic; in addition, it promotes the exchange and sharing of experiences and dissemination of good practices in the assessment of services areas

The CCAS makes available, on its electronic page, the manual of assessment of services, as well as guidelines and documentation necessary to the application of SIADAP 1

Composition

The CCAS is presided over by the member of the Government who is in charge of Public Administration and is made up of:

» Directors General of services with competences in matters pertaining to planning, strategy and assessment

» Inspector-General of Finances

» Director General of Administration and Public Employment

» President of the Governing Board of the Agency for Administrative Modernisation

» Secretariats General

Competence

It is incumbent upon the secretariats general of each ministry to draw up a summary report evidencing the way how SIADAP 3 was applied in the scope of various services, namely as to the phase of planning and with regard to results of final appraisal

In case of being necessary to make the assessment of the service by way of hetero-assessment, the secretariat general of the respective ministry is responsible for selecting and contracting external operators

Competences and duties

» Responsible member in charge of Public Administration

» Pass the models of appraisal forms in the scope of SIADAP 2 and SIADAP 3

» Pass the lists of competences of middle managers and public employees

» Pass the structure and the content of annual reports of secretariats general and of DGAEP concerning the application of SIADAP in the Public Administration

» Confirm the performance appraisals granted in the scope of special careers and corps the specific system of which, has not been yet adapted to SIADAP, and has not predicted percentages of differentiation of performances

» Responsible member in charge of the ministry (powers of supervision or of superintendence)

» Determine the strategic objectives running over several years

» Pass the annual objectives proposed by the services

» Grant the charter of mission of top managers of services and undertake the respective performance appraisal

» Confirm the performance appraisal of 2nd degree top managers

» Confirm the assessments of services or, in case of not being confirmed, change the assessment

» Directorate General of Administration and Public Employment (DGAEP)

Competence

It is incumbent upon DGAEP

» To accompany and support the application of performance appraisal through the production of normative orientation instruments (opinions, circulars)

» To draw up a report at the end of each appraisal cycle that evidences the way how SIADAP was applied in Public Administration

» Specialised section of the Coordinating Council of the SCI (Internal Control System)

In the Coordinating System of the Internal Control System of State Financial Administration operates a specialised section with the following competences

» Making more dynamic and coordinate the hetero-assessments of services

» Defining and validating the work carried out by operators who undertake the hetero-assessments

» Inspectorate General of Finances (IGF)

The IGF is responsible for undertaking audits to assess the way how the services make the application of performance appraisals subsystems
