responsibilities /assignments

DGAEP has the following responsabilities/assignments:

  1. Supporting the definition of policies related to public services organization, management and assessment, streamlining and coordinating their implementation, with a view to increasing their efficiency;
  2. Supporting human resources policies definition within public administration, namely as to employment systems and working conditions, employees social protection scheme, planning, management, qualification, professional development and assessment systems, enhancing and coordinating their implementation, with a view to meeting public interest and employees' motivation;
  3. Ensuring technical coordination of the public service social protection scheme, in articulation with services and organizations responsible for the respective protection right materialization;
  4. Carrying out studies and giving opinions, as well as undertaking the systematization of information on legal regimes related to public sector employees qualification and mobility and to active public employment policies;
  5. Providing statistical information concerning public employment and public administration organizational resources, enabling to sustain public policies to be adopted regarding these matters, without prejudice to the powers legally conferred on the Statistics Portugal (INE), I. P./Public Institute;
  6. Ensuring the Information System of State Organization (SIOE) data bases setting up, management and development;
  7. Developing research projects and applied studies in public policies related to the public administration and public management areas as well as carrying out consultancy work in the innovation and organizational development field;
  8. Supporting the definition and follow-up the implementation of policies relating to collective labour relations in the public administration and carrying out other acts provided for in the law connected with collective labour dispute resolution, structures of collective public employees' representation and collective labour regulation instruments, within the framework of public administration.
