responsibilities /assignments

DGAEP has the following responsabilities/assignments:

  1. Supporting the definition of policies related to public services organization, management and assessment, streamlining and coordinating their implementation, with a view to increasing their efficiency;
  2. Supporting human resources policies definition within public administration, namely as to employment systems and working conditions, employees social protection scheme, planning, management, qualification, professional development and assessment systems, enhancing and coordinating their implementation, with a view to meeting public interest and employees' motivation;
  3. Ensuring technical coordination of the public service social protection scheme, in articulation with services and organizations responsible for the respective protection right materialization;
  4. Carrying out studies and giving opinions, as well as undertaking the systematization of information on legal regimes related to public sector employees qualification and mobility and to active public employment policies;
  5. Providing statistical information concerning public employment and public administration organizational resources, enabling to sustain public policies to be adopted regarding these matters, without prejudice to the powers legally conferred on the Statistics Portugal (INE), I. P./Public Institute;
  6. Ensuring the Information System of State Organization (SIOE) data bases setting up, management and development;
  7. Ensuring the adequacy of the planned human resources to public administration organisations' mission, objectives and activities;
  8. Defining and monitoring public administration internal and external recruitment policies, setting up the conditions for the centralised recruitment implementation;
  9. Providing technical and operational support to public administration organisations in the area of recruitment and selection, including to the Recruitment and Selection Commission for Public Administration as per the law in force;
  10. Performing the functions of mobility management entity;
  11. Managing the mobility and career guidance instruments and processes, carrying out studies with a view to creating conditions that expedite the operationalisation of these processes;
  12. Adopting mechanisms to stimulate voluntary mobility, through an electronic platform transversal to the public administrations, with cross-referencing of mobility supply and demand.
