responsibilities /assignments
DGAEP has the following responsabilities/assignments:
- Supporting the definition of policies related to public services organisation, namely with regard to their creation, restructuring, merger and extinction, as well as their respective internal structure;
- Supporting human resources policies definition within public administration, namely as to employment and labour regimes, planning, management, qualification, professional development and assessment systems, stimulating and coordinating their implementation, with a view to meeting public interest and workers’ motivation;
- Drawing up, systematising and updating legal-labour information on the qualification and mobility of public sector workers;
- Carrying out studies and giving opinions on legal regimes related to public sector workers’ mobility and to active public employment policies;
- To provide statistical information on public employment and public administration organizational resources to support the public policies to be adopted regarding these matters;
- Ensuring the State Organisation Information System database organisation, management and development;
- Ensuring the adequacy of the planned human resources to public administration organisations' mission, objectives and activities;
- Defining and monitoring public administration internal and external recruitment policies, setting up the conditions for the centralised recruitment implementation;
- Providing technical and operational support to public administration organisations in the area of recruitment and selection, including to the Recruitment and Selection Commission for Public Administration as per the law in force;
- Performing the functions of mobility management entity;
- Managing the mobility and career guidance instruments and processes, carrying out studies with a view to creating conditions that expedite the operationalisation of these processes;
- Adopting mechanisms to stimulate voluntary mobility, through an electronic platform transversal to the public administrations, with cross-referencing of mobility supply and demand.
